International applicants may pursue the MEXT scholarship through two entirely separate application pipelines: the Embassy Recommendation Track and the University Recommendation Track.
The Embassy Track is the larger, more traditional route:
- Stage 1 (Local Screening): The applicant submits documents to the Embassy of Japan in their home country in April/May. Shortlisted candidates sit for mandatory written examinations (English and Japanese language tests) and attend a rigorous in-person interview.
- Stage 2 (Letter of Provisional Acceptance): Candidates who pass the Embassy primary screening are issued an official “Passing Certificate.” Armed with this certificate, the candidate contacts up to two Japanese national universities to obtain formal Letters of Provisional Acceptance from prospective academic advisors.
- Stage 3 (Central MEXT Approval): MEXT in Tokyo confirms the final institutional placement and issues the official scholarship award in January/February for April or October departure.
Conversely, the University Recommendation Track bypasses diplomatic embassies entirely. The candidate applies directly to a specific Japanese university through an international graduate program. The university evaluates the applicant and nominates its top candidates directly to MEXT for funding confirmation. This track is highly recommended for STEM researchers who already possess established collaborations with specific Japanese laboratory professors.
Act III: The Seven Imperial Universities (Teidai) and Academic Laboratories

Act IV: Drafting the Winning MEXT Field of Study and Research Program (Kenkyu Keikakusho)
The single most important document in the entire MEXT dossier is the standardized 2-page Field of Study and Research Program Plan (Form 4). In Japanese academic bureaucracy, this proposal is evaluated not only for scientific novelty, but for methodological realism and cultural awareness of the Japanese laboratory hierarchy (the Koza system).
The research plan is strictly divided into two sections:
